Hub Pages - Free4uclassifieds is a free site for Canadians and Americans. It doesn't seem to me that it has a lot of people listing yet, but that's how kijiji started too. You can add a photograph for free as far as I can tell, but to have your ad highlighted there is a $2.00 charge. In addition to ad placement, there are links to free stuff.
